From the wikipedia article on it: "The X-Seed 4000 is the tallest building ever fully envisioned, meaning that the designs for construction have been completed."
That's a stupid record because I just broke it by imagining a building three feet taller than X-Seed 4000.
And before RTTP gets any ideas I also imagined a telepathic extending skyscraper that increases its height to record levels BEFORE someone else thinks of a building taller than it.
